Job Objective
Set implementation
tactics to execute the department Strategy, in addition to the
Operations and Maintenance of the Access Network by providing the
direction and ensuring the adequate execution required for successfully
meeting the organizational needs and objectives within requisite
timelines, budget and as per desired Telecom standards. Lead access
Network teams for the development, upkeep, continual review, analysis
and oversight of access Network performance. Generate wide-range of
Reports for Access Network to ensure comprehensive coverage, service
reliability and Quality.
Primary Responsibilities
Strategic
•
Work closely with department head to collect information and identify
strategic initiatives for the Mobile Access Network and contribute to
the overall strategic initiatives for the department aligned to the
organization Strategy.
• Lead execution of strategic initiatives
• Translate strategic initiatives into tactical initiatives to achieve strategic objectives
• Monitor, track and report performance against tactical initiatives and set KPIs
Financial
• Plan the section Opex/Capex while ensuring operational efficiency and sustainability
• Monitor and track adherence to the approved budget and highlight deviations
• Strive to continually improve the network and service operation cost as per strategic imperatives
Operational
•
Derive implications from the overall network strategy plan and
processes and implement key initiatives for the assigned work area
within Access Network
• Monitor traffic planning, analyse data traffic for improvement and Network enhancement.
•
Monitor fault handling and escalations on the mobile access network
alarms and ensure fault resolution is maintained within the KPIs.
• Monitor preventative maintenance planning and adherence to the planned schedule.
• Manage and lead network optimization project/activities (OPEX/CAPEX) and engage with supplier performance.
• Monitor adherence to procedures and controls at section level.
•
Identify opportunities and redesign policies, processes, systems /
structural programs and procedures for continuous improvement, covering
all individual functional activities
• Review related projects budget, detailed work packages, timelines and purchase requests for access network optimisation
• Monitor installed licensing to ensure Network availability, performances and stabilities.
• Strive to maintain department business continuity process (DPCP)
•
Actively provide required information to internal and external auditors
within stipulated timelines. Coordinate with and resolve any audit
related issues raised
• Analyse and review network issues and create and maintain guidelines on incident classifications
• Identify network risk, develop mitigation plans and ensure timely implementation of the plans to ensure seamless operations
• Ensure the accuracy and continuity of updating the centralized Data Bases and the Network Inventory.
• Evaluate and review mechanism for access network optimisation projects and assess the project goals & objectives
• Present Network Performance, Major highlights and KPIs for CE and top management
•
Actively participate in the Joint Evaluation Committees (JEC) meetings
to manage tender evaluation process and ensure the best offers with the
maximum benefits to Batelco are always selected
• Setting business plan and annual budget and closely monitor all financial operations.

Ensure effective vendor management for the delivery of efficient
support and services to the network, ensure adherence to contract
obligations and conflict resolution People
• Identify training needs and nominate team members for training programs
• Ensure timely completion of PMR process for self and the team
• Continuously share the knowledge and understanding of the telecom industry and business trends
• Ensure active participation in employee engagement surveys
• Engage and align resources within the team members to build multi skills competencies.
• Validate information provided to address employee queries related to functional area
Skills
Profile 1
• Bachelor’s degree in Technology or related domains from an internationally recognized University.
•
5-7 years of IT/ Network Management experience, with a substantial
proportion gained in a telecommunications business environment.
•>3
years’ experience of directly managing teams of professional &
technical staff in the provision, development, implementation and
support of business application systems.
•>3 years of project management experience in the IT/IS field.
• Experience of technical activities relevant to assigned area.
• Fluency with a wide range of modern PC desktop applications and utilities.
• Certificate in Project management from an internationally recognized institution is preferred.
• Membership of a relevant, and internationally recognized, professionally body is preferred.
Profile 2
• Master’s Degree in Technology or related domains from an internationally recognized University.

4-6 years of IT/ Network Management experience, with a substantial
